Lets forget our tribal rivalries for the time being and just discuss which young player's potential you rate from rival teams(By young i dont mean 22-23yr olds who have been brought for 10-20 mil like Hazard/Oscar/Rodwell).
Majorly the youth team players starting to get into the first team.
I'll start
Coquelin (Arsenal)
Kelly (Liverpool)
Townsend(Spurs)
Bannan (Villa)
McEachran(spell?) - Chelsea

Martin Kelly at Liverpool. Will be a very good player and can play well at RB and I bet not a bad CB either

My 3 young players i would want Arsenal to sign are:
Barkley
Chalobah
Sterling
Could be the back bone of a future England team
-----
Leave Chalobah alone
But if you could make an XI of U21(1990)PL players (on loan or not) it'd be....
Courtois
Rafael Caulker Kelly Gibbs
McEachran/Barkley Coquelin
Hazard Oscar AOC
Welbeck

There's a random 18yr old at Sporting Lisbon too - Eric Dier. Anyone seen him play? On loan at Everton last year apparently.
Of the Spurs lads:
Livermore is OK, nothing more.
Caulker still looks a little raw to me, but the potential to be top-drawer is there you can see that.
Kane looks like he'll be a quality Championship player, but found short at the top level. Like Earnshaw, or Huckerbee for our older residents.
Carroll is about 6st at the minute, but looks a very tidy player. A fetcher and carrier
- plays a little like what I saw of Joe Allen in the Olympics. One for next season I think.
Townsend is actually the one that excites me - every time I have seen him play he has been at worst good, sometimes excellent - whether at his preferred wing position or at left-back. Loves to run at the fullback, has a good shot and cross on him, and has pace to burn. Bit of a head-down merchant at present but most young wingers are. We are short of wide options past Bale and Lennon, and AVB has given him game time pre-season - I expect this to be his breakthrough season.
Plenty of even younger ones on the fringes, but these are our closest to our senior XI.
Caulker and Townsend from us for me.

He wasn't much good at the U19 European Championship

I'd never heard of him until I was scouring Football Manager 2011/12 on my iPhone for young English players and he popped up!

Caulker for us i definitley agree with - our new Campbell / King
Townsend though im not impressed with - championship / lower prem player - has no quality or first touch - i think you can judge a player on how much time they seem to have when they receive the ball and he always seems so rushed - hopefully im wrong and he becomes a star
Carroll for me looks like he could be a special player...always seems to have acres when receiving the ball - good sign!
Falque also looks a tidy player along with an Australian we have - forgotten his name...gone on loan somewhere
Ross Barkley at Everton for me looks special
