The likes of Luxembourg, San Marino, Wales, Scotland and Northern Ireland degrade the standard of the group stages and reduce the entertainment value.
It becomes a formality that they will lose and so viewing figures are down.
Would it be better to have a preliminary group stage for these minnows to qualify for the main group stage?

What happened to England in the last dozen or so major tournaments? Embarrassed? Probably shouldn't bother competing by your logic.

If these minnows weren't allowed in this stage of qualifying then England would have no wins right now as the only teams you have beat are Moldova and San Marino, so you should count yourself lucky they are allowed in.

No you shouldn't as each country should have 'The Dream' of success.
Also, wouldn't this be ongoing, as you put one lot of minnows in their separate groups so there would be another lot of minnows, as they would be bottom of what ever group they were in, hardly ever winning a match.
ie The FA Cup, in round 1 there are minnows, then in round 3, some clubs that have qualified from round 2 who weren't classed as minnows in previous rounds would now be.
