I have read some of the guidance which would appear to contradict your view.

The PL 25-man squad cannot be changed again until the transfer window reopens on 1 January 2015, however emergency loans and free agent signings can be added and registered with the PL outside of the transfer window.

However I am also prepared to accept your view if you can substanciate?
