Dont think Monaco will spend 28m for 3 seasons tho, i know he was linked to the Arsenal job before but managing Chelsea i dont know if he'd want to come to us London rivals & us being so crap.
Ozil to City in January dont think so if he were to be sold i'd prefer Germany dont want him playing vs us domestically. A move to Bayern would suit him tho every week would be like playing for the national team almost sorta like want PSG wanted to do by having the best French players play for them.
