Would the additions of Cech, CB, Kondogbia and Lacazette take us to the title next season?

Welbeck is not the answer at the moment. Will he develop? Thats up to him but he is young enough to do so. He has all the the basic elements thats needed to become a top striker. However his lack of intelligent runs are quite apparent right now.
Not so surprisingly we actually became quite threatening at the end of the game that forced Moruinho to bring on Zouma to defend the much faster forward line that finally started to pull defenders out of position.
What I do know is that Santi did nothing today. Wenger could have started with Ramsey/Coq and played Ozil ahead. But he decided to keep the midfield that did nothing against Reading.
What is frightening is that Wenger does not see the obvious. He thinks that worked against Liverpool without ever understanding why it worked against Liverpool.

I cannot remember who said it on Sunday Supplement and it rang true. However many players Arsenal need pre season they get some, but one or two less.

We were a feeder club until we signed Ozil, two years not selling major players and the team improved each time. Now we just need a couple finsihing touches to the squad

Santi is playing behind Ozil and it's not his preferred position.
Let's be honest, what did Ozil do today?
Our best players were Coq, kosc and Bellerin

By the comparing the two players you are creating a strawman argument. We do not know whether Santi would have done any better in the no.10 role when Giroud was also dropping deep and playing the link striker role. Keep in mind Santi had a very easy chance where he missed the target.
At one point I counted Ramsey, Ozil, Santi, Giroud and even Alexis all standing in 10 yard squad pitch of grass.
No one providing any width. No one running beyond the Chelsea back line till the 70 min. It was very very easy for Chelsea to defend.

Santi was our best player at no.10 and get shunted around when Ozil comes back, feel for him.

Wenger wouldn't have spent £42.5m on Ozil if he thought Santi was doing so well.

Look at this Santi Cazorla fanboy p rick. What did Cazorla do? In fact what has he done since getting destroyed by Mason at Tottenham? Scapegoating Ozil again you clown have a agenda. A player who has been our best player since January show some facking respect. Castor sucks off a poor mans Ozil in that fraud David Silva yet constantly slates Ozil. Your a mug of the highest order.
Next season Cazorla becomes a squad player and rightly so. Wilshere, Ramsey and Ozil all ahead of the pecking order just wait and see. If Cazorla doesnt play today Ramsey gets moved to the middle and we beat the rentboys it's that simple.

It is sad how Castor tries to put down Ozil all the time.

Then again, I think Wenger's decision making is a tad influenced by the player's availability, not what the team *actually* needs.
It goes a little like
'well, Malaga are in financial difficulty, let's see who we can snatch from them - a playmaker and a fullback, nice business at decent prices'
or
'oh look, Cologne have been relegated, they have that German national wide forward/support striker, let's make a punt'
or
'Madrid/Barca need to sell someone, we absolutely need to get someone in that yard sale, let's go get us some' (Ozil/Sanchez)
The actual decisions taken do seem to be driven by opportunity rather than meticulous assessment of what the squad needs.
At the same time the problems with the squad obvious even to the proverbial guy on the street, namely, the lack of a ball winner in midfield (only brought Coq in after Arteta's and Flamini's injuries) and bodies in defence were not addressed for years.
