Then why are the Swiss courts also making charges?
----------------------------------------------------------------------
They were invited to do so by FIFA. Remember FIFA handed the report over to them.

The report that they heavily redacted much to the dismay of the man who wrote it.

The Swiss criminal case is still at the investigative stage and is unrelated to the American indictments.

Ahhh but was it really? They interviewed and arrested Chuck Blazer. Chuck turned over states witness and gave everyone up. The FIFA report came after that so would a report have uncovered anything if the FBI didn't already have a strong case. Keep in mind an internal report does not have subpoena powers and so cannot force anyone to give an interview which wouldn't be under oath anyway!
The FBI issued indictments requires them to turn over a summery of evidence to the Swiss Courts for extradition. The Swiss would then have an obligation to investigate further. The fact they are doing so suggests the FBI also evidence of wrong doing of the Russian and Qatar bids.

The fact the Russians destroyed the computers from the bid doesn't look dodgy at all, and Putin blaming the Americans for wanting to interfere looks as bad as his plastic surgery.
