Have always been in favour of a salary cap and squad size cap. The difficulty with the former is I guess enforcing it. What a player gets paid is only partly their official salary and clubs would naturally try to get around it by other means - image rights, paying for the players' houses, their private jet and other essentials. Should not be impossible though - the Inland Revenue keep pretty tight tabs on most of us honest citizens and take a dim view of those of us who try to evade them, or so I have heard. Dunno what the legal position is - is it possible to set a limit on what an employer can choose to pay its staff?

In my naive idealistic days about 2 years ago, I toyed with some ideas of reform.

- I think the salary cap, limited squad size are good in theory, however they can be abused to secure more profits for owners and signing on fees could be where all the money goes. If TV rights from corporate sponsorship still continues unabated I don't see how changing this will change the exploitation of the game, in fact it could line the pockets of rich owners even more.

Trying to make it fairer through legalism invites a whole lot more bureaucracy as well which can lead to a whole new bunch of headaches, which is why I decided on the more sensible model of a Free People's Football Association.

However, for those of you still in the reform boat I think the Green Bay Packers model offers a good way of running a club and maintaining accountability to the fans

I'd like to see some changes in terms of the decision making structure and how the general manager could be recalled and elected but in terms of a safety net for fandom somet like this would be good.

- I also toyed with a rule that the richest club in the league is not allowed to spend more than 15% of the turnover of the bottom/poorest club. Profits instead of belonging to the club belong to the league and are divyy'd up maybe according to position. That way clubs are rewarded for success but not allowed to gain a monopoly. You would be pi55ed though if you went down and had the highest turnover of the clubs. Maybe better minds can refine that idea a lot.

- Other idea would be to limit corporate investment to 10% of turnover only and cap TV rights money to 10% of turnover. Possibly setting up a publicly funded TV company which has the rights, where for say £10 a season you get all the games in the domestic leagues free with no adverts.

These would mean a severe reduction in wages for players and if other countries don't sign up to it then good players will likely go elsewhere, but that might mean we have a decent chance at developing the national team and/or I think a fairer league not so 'win at all costs' would lead to more innovation on the pitch especially when fickle bosses aren't off on a power jolly and sacking managers after losing 3 in a row.

There would be a lag time of course of pretty mediocre football in between.

All the ideas have major faults much like the current system we have but thought I'd just share my notes from back when I believed the game could be tamed.
