I agree about pervious bids being iffy, especially Germany's.
At least Russia has a football culture, most peoples' bugbear is Qatar as a choice.

Qatar has 200k citizens, 80% of the population are foreign workers. There's no culture let along football culture.

Only 200k citizens though... the rest are foreign workers like the people building the stadiums treated like slaves. Qatar citizens are the richest people on earth, heavily subsidised by the government and foreigners are brought in to do the dirty work. It could have been in a country where it leaves a proper legacy, 2022 will just be a vanity project for a gas rich fake desert.

For me personally it's the feeling that Qatar jumped the queue. There are countries that have competed at numerous World Cups but never had the chance to host, such as Portugal and Australia.
Qatar is a relative new boy on the block and you get the impression the countries wealth had a huge say in hosting in 2022.

That's only because the reasons Qatar were awarded the tournament in the first place had nothing to do with football.
Corruption has nothing to do with football.
That's precisely the point.
