My hypothesis is this: the term 'best goal ever' does not exist.
Why do I say this?
For a while that Brazil goal in 1970 was considered the best goal ever, however we see similar goals like that every season, take Arsenals last season or two seasons ago where Giroud finished it off for example. Or United in the CL if you remember where it was 20+ passes then Sheringham chipped the keeper.
The Van Basten's volley, but then again we see volleys like Yeboah's or Scholes.
My point is that there are just too many similar goals scored across all levels to say this or that is the best goal ever.
Miki and Giroud's proves that.

There is without doubt an element of bias in this, but for me you'd do well to find more impressive moments of perfection than Scholes's volleys against Villa and Bradford. I've watched them a hundred times, and still can't quite believe them.
For another display of incredible technique, see the Zlatan's overhead scissor kick for Sweden against England. He's absolutely miles off the ground when he connects with the ball.

Saw some good United goals at West Ham on Facebook today. Beckham's chip in 01-02 was divine. We won 5-3.

The match situation, quality of opposition comes into it. That's why for me, Bergkamp's sublime last minute winner against Zanetti and Argentina is my personal favourite.

When you say what constitutes I take it you mean what factors constitute to create the best goal rather than asking which is the best goal in our opinions.
I'm sure those boffins at Oxbridge have come up with the winning formula but for me it would be an equation including the following factors:
- quality of opposition
- importance of game
- significance of goal in deciding the game
- uniqueness of goal (i.e. how often has the type of goal been scored before)

Contextually this was the greatest goal.
Arsenal were a bunch of thugs and simulators at that period in their history, and they got what they deserved.

Zlatan's overhead kick from 30 yards is still the best goal i've ever seen. Been saying it for years.

Not the best, but Justin Fashanu's against Liverpool was the first goal that made me go wow!
