He's agreed and signed a contract which comes into effect on the 1st July. At that point we pay the money and he's ours.

As far as I'm aware he becomes our player on 1st July unless we don't pay Torino the money.

AR would be mad not to as he's worth far more than the sum agreed. I think this is what's worrying Torino now - they have let him go cheap.
