It's being reported on the BBC that VVD was not on City's A list of transfer targets. I believe City have an A and a B list of potential targets. Bernardo Silva and Ederson were A list targets, VVD wasn't. as such, City don't want to spend up to £60M on a B list target.
Much as John Stones isn't a £40M+ player, I don't think VVD is worth anywhere near what Liverpool are going to pay for him.

supacity is just guessing here. We know Pep likes a defender that is tall and can build up from the back while being a good footballer, vvd ticks all the boxes and more.
vvd is the new kompany and whoever gets him will be very lucky. The pricetag is merely a way to scare any interest of. The real fee will be much lower, but I do think he's worth 50m for what you're getting.

I think there's a bit of confusion about what the a and b list are (the concept is something we've had for a few years now).
It isn't just the most talented go on a, the rest on b. It takes everything on board to work out which are the priorities. Given his cost, I'd imagine the priority would be to spend the bulk of the money on fullbacks. If one of those don't come off (like going for Bertrand rather than Mindy for example), then that might free up some to go for a player like VVD instead.
