Surely you want this cleared up quickly, if as they say that Barca will go all out for Coutinho, then that gives you more time to sort out a replacement

If Neymar leaves Barca will want to get business done quickly, you know how their fans can be.

Sometimes it's almost impossible to turn complex situations to your advantage in one fell swoop/decisive action. Better to play a game and spoil/delay until you get your opportunities.

He would only be cup-tied if he played for Liverpool and they get to the competition proper.

If Liverpool were to be eliminated during the qualifying stage then he could possibly move to Barca and would be eligible to play.
