Just start the PL later. And reduce it to 18 teams.

Why is it a disadvantage to the lower leagues? Still 3 up 3 down.
Disadvantage to crappy clubs like Sunderland who hung around like a bad smell for too long, yes.

He would still be able to wait until the last minute to make his signings. At least he gets his over the line in time, unlike Leicester.

Why would it be more games? They can, and should, reduce their numbers as well. They should be 20 club leagues. 24 teams is a bit ridiculous.
Have a League 3. The National League standard is good enough at the top level to make a further division credible.
Their season can start the exact same time as the PL.

I don't think it's a question of LaLiga being "allowed".
FIFA regulates that there should be two transfer windows, including a longer one coinciding with the break between seasons. Thereafter, it's down to each separate league to decide its exact dates.
Would it be fairer to have every league on the same regulations?
Probably so, but then again, there are other parameters that probably have a much greater impact and are rarely mentioned.
The Premier League isn't legally bound to establish compulsory buyout clauses on players' contracts.
A case like Neymar's would've been impossible in England. PSG could've tabled a 300M offer and Barça could have still turned them away, just as Liverpool rejected Barça's approaches.
Griezmann's clause suddenly looks cheap at €100M, but there's nothing Atlético could do to prevent him leaving.
The age at which you can sign your first professional contract is another one - or at least it used to be, I don't know if it's changed or not. As it stood, the PL could poach top Spanish talents by offering them professional contracts at an age where Spanish law still barred kids from working full time.
Considering how lengthy contract negotiations can be, a 24-hour gap in the transfer window in the middle of an international week is unlikely to haveas big an impact.

So the consensus is that this would be a bad idea unless the rest of leagues followed suit?
Seems reasonable but we all know that won't happen so why are the PL clubs even contemplating it?
