How come 'smaller' teams with smaller budgets and expectations can plan and organise a back 4.., whereas we've turned that inability into an industry.?

Top teams can break through a dogged defence and in doing that not then leave themselves wide open to the counter.
Probably 10 times I watched that exact scenario at today's game.

I'd like to comment if I may, without wanting to offend. Different managers play different styles and systems and have preferences of types of players.
Last season, Guardiola and Klopp both suffered from an over reliance on attacking football. Both failed to sufficiently strengthen their defences, preferring attacking options instead. Both learnt that in England, smaller teams know how to defend and will have a go too, which is where they came undone.
This season, Guardiola has basically strengthened defence although he failed to get another central defender. Liverpool bought more attackers but failed to buy a significant defender.
Klopp is an attacking manger. He is happy to win a game 4-3. He wants quick counter attacks and attacking overloads. It is his style - it's very easy on the eye and can produce some very exciting matches. But you also get results where the lesser teams shut up shop and counter attack with great effect. Liverpool are an excellent counter attacking team which is why they do well against the bigger clubs which play football and want possession.
Conte and Mourinho prefer a structured approach. Chelsea are as good with the ball as they are without it. United are more pragmatic and just bore you into submission.
So the conclusion, an organised back four involves organisation throughout the team and Klopp prefers a less structured and quick, counter-attacking style.

Klopp and, in particular, Guardiola have both found out the hard way just how different the top tier of english league football is compared to other systems. The depth, for a start, is far greater.
Think Klopp will learn quicker.

The fact we can't adapt our tactics during a game i.e manage a game. If we are 2 goals up why can't we we contain with only certain players breaking so we are not exposed to a long ball counter ? Do we currently lack players capable of doing this consistently ? or is this purely down to tactics ?

Klopp needs to take a lot of blame imo. Why not even compete for the likes of Rudiger and Davinson Sanchez? Even Harry Maguire wouldve been an upgrade
