The police have the option to advise the referee on the ends for all shootouts in the professional game, albeit the advice is usually given pre-match on a 'should it go to penalties' basis.
It's worth noting, have a look at just how many penalty shootouts are done infront of the away fans...
Lancs Police were allowed to do what they did as per their own regulations and FA regulations, the only difference is it the advice was given on the pitch and therefore, for the first time, it was seen on camera.
