At Evertons AGM tonight, it was announced by the clubs CEO, Robert Elstone, that the local council will fund two thirds of the cost of building Evertons new stadium.
So Mayor of Liverpool, Joe Anderson, Everton fan, in the same week he rights a letter to the police about the transfer of Ross Barkley to Chelsea, is now promising 300 odd million from the cash strapped councils coffers, to help billionaire club owner Farhhad Moshiri, build a shiny new stadium for the blues.
Elstone spoke of the 'many challenges to still overcome'.

I thought the council were just going guarantor on the loan? It shouldn't have any effect on the cities budget.

That’s correct. In fact the city will make money on the deal. Plus the regeneration is kickstarted and with a little luck completed faster as a result.

Meh. Sport England and Manchester City Council built the City Of Manchester Stadium and now lease it to City. It took £40m to convert it for football, so the council paid half of it (presumably city said they’d do something else about a stadium leaving them with a white elephant on their hands if they didn’t). Everton’s ground won’t be the first Council House.
