Tbh since klopp has been at the club he has presumably signed hs No1 targets:

From the last window, now we know klopp waits for his preferred targets ala VVD and Keita; so assuming he has his No 1 targets in view we could be set for our strongest squad for a decade plus.

O Dembele (barca)
If they are the targets then lets assume we get them(or some of them) i see no reason why our squad wont be equipped for a title challenge.
We will have an amazing squad, lets say we get Fekir and Dembele then along with Keita the last 2 transfer windows will have seen us grab:

Lovren and Karius should be moved on if we are serious about challenging City. Keita is huge for us but we are losing Can so we need another midfielder.
Solanke and Ings are below where we need to be so both should be moved on while Origi gets one more chance to improve with Klopp. Werner would be an excellent signing.
Like you say Klopp will only bring in players who make an impact so expect limited arrivals in the summer.

The squad is paper thin at the moment, as demonstrated in recent weeks.
I see zero point in offloading players who have contributed massively in gaining a top 4 place and guiding us to a CL final.

There will be a number of arrivals in summer. There needs to be. Players for the first team and also able backups.

Mate, you have to try. You never know! Pedro left Barcelona to sit on Chelsea’s bench with periods in the team. It’s not always predictable or an exact science.

We are about 2 years away.from challenging and thats ONLY if we can keep our best players while adding improvements.
Need better cover in all areas. Need a GK and CB that will walk into team.

we need to balance top level additions with quality squad depth and youth development. so I believe we should:
1.replace coutinho (creative am/winger top notch)
2.step up Wilson/kent as salah and mane backups along with AOC
3. step up grujic Brewster and woodburn. cups and league games that are already won.
4. top level CB
5.replace sturridge (timo werner as bobbys backup)
6.i don't believe we will chase a GK.klopp rates karius
