Rule changes normally occur when something has been an issue or controversial

I don't remember anything controversial about penalty rebounds. It is the reason we have the D shape on the edge of the 18 yard box.

The only time a foul is given from a penalty is if the player hitting the penalty hits the post or bar and then hits the ball again before another player.

The rule stops them from touching it forward then hitting it but perhaps the rule should change to allowing them to hit it if it comes back off the goal frame

Aye I did think this proposal was nonsense.. just tweaking the game where it doesn't need to be tweaked.

You dont get rebounds in a pen shoot out though.

I would allow 1 person to take KO and also allow then to kick it backwards

This will revolutionise football and some wee guy will get a right few quid for the genius invention.
