When did this happen? Just read that you can now play for more than one club per season in the CL. So if we did go into the market in January for Koulibally etc then he would be free to play in the CL too for us.

It was brought in after the embarrassment of Aubameyang not being allowed to play in the Europa for Arsenal having played in CL with Dortmund.

Indeed. Let's take Philippe Coutinho as our example. He could have moved from Liverpool to Barcelona in January, with the two clubs then facing each other in the final. This means Coutinho would pick up both a winner's and a runner-up's medal. It may well happen.

Man U broke that rule in 1958 (FA backed down) with a bloke called Stan Crowther if memory serves. Utd said they didn't have any players or some such pi$$poor excuse (much like Jose today).
