‘The percentage of fees and wages points are for each club not the league.‘
From the handbook;
‘Qualifying Transfers means all transfers to Premier League clubs in the previous season in respect of players submitted on Premier League squad lists. The Qualifying Transfers value will be provided by The FA directly to The Premier League and The English Football League prior to each season and will remain in force for the duration of that season.’
Bournemouth bought 2 players at about or over £20 million. No idea what West Brom have to do with it, sorry-although did they not pay £15 million for Burke?!
For wages:
‘Qualifying Wages means the basic wages paid to the top 30 earners in each Premier League club at the end of the season prior to the date of the application. The value of Qualifying Wages will be provided by The FA directly to The Premier League and The English Football League prior to each season and will remain in force for the duration of that season.’
He’d need to be one of the top 8 earners at a team then.
I genuinely haven’t went into it in the detail that’s needed, but at least you can now see the process isn’t as straight forward as you thought. As I said, it was something I read ages ago and this is the first I’ve looked at it.

The figures I gave were for the average transfer fee of players signed last year. West broms average fee last year was 5m and that was the lowest for the league last year. Bournemouth were the 10th highest average fee in the league at under 9m. Remember these average fees take into consideration free transfers.
I knew it was more complex than what I wrote originally I was keeping it brief.
To be honest the reason I ended up looking into it a couple of years ago was because of football manager cos it more or less follows the same rulings.

Last year bournemouth bout ake for around 21m and begovic for around 11m and two free transfers so averaging about 8m average fee.

The average is nothing to do with it though-The value of the transfer fee being paid for the player has to be in the top 25% of all transfers to Premier League clubs from the previou season for 3 points, or top 50% for 2 points.
I’ll leave it at that though.

That would not back up the kayal deal then he wouldn't have met the transfer fee (Brighton about 1m) he wouldn't have been in the wage bracket either being in the championship. Like I said money talks there is ways round work permits
