Having watched the fallout from yesterday’s NLD, I was astonished to find people trying to justify the Tottenham penalty which ultimately ensured the match finished all square.
Kane was standing in an offside position and the free kick itself was even aimed at him. What’s the issue?

According to the FA, the laws state that if "a player in an offside position is moving towards the ball with the intention of playing the ball and is fouled before playing or attempting to play the ball, or challenging an opponent for the ball, the foul is penalised as it has occurred before the offside offence."
What on Earth????
I admit to being ignorant to this but how can the former offence become secondary to the latter ? The latter offence only occurs because of the former.
Mustafis position is directly influenced by Kane.
They’ve complicated a rule that didn’t require any tinkering.
The fact that referees themselves are disagreeing with one another means there’s little hope the rest of us.

an offence is committed against a player in an offside position who is already playing or attempting to play the ball, or challenging an opponent for the ball, the offside offence is penalised as it has occurred before the foul challenge

You are correct, it is nonsense:
a player moving from, or standing in, an offside position is in the way of an opponent and interferes with the movement of the opponent towards the ball this is an offside offence if it impacts on the ability of the opponent to play or challenge for the ball; if the player moves into the way of an opponent and impedes the opponent's progress (e.g blocks the opponent) the offence should be penalised under Law 12
