Its been reported that Mancity may be banned from the champion's league for a year.
Simple question: if that be the case,will that spot now go to Arsenal or will the EPL's participation be reduced to three teams (if we do not succeed in Baku that is)?

All irrelevant. If, and a big if, Uefa grow some and actually ban City, their very expensive lawyers will tie their appeal up in red tape for minimum 1/2 years, so who does what at the end of this season will not apply.
Suggest pose the question again in, say 2020/21.

It's because of the formula used.
Arsenal wouldn't get it because they are in the EL final. If you lose that they won't allow you into the CL unless via top 4.

No it's not true.
City would take it to court so it wouldn't apply this season and if it did (which it won't) 5th would take it.
