Yeah I get that he moved when he was 7 to Portugal but English players shouldn't be non-HG in my opinion.

Isn't the purpose of the rule in large to avoid teams being full of foreign talent, in turn promoting English players?

Exactly. It works both ways. You get non-English players counting as homegrown because they spent 3+ years in England before turning 18 (I think Fabregas was one of these, Messi certainly is at Barca) too.
Dier is an unusual case because it's so rare for English players to go abroad, especially at a young age, but it's Spurs' own fault for not abusing the system with young players from abroad like the other big clubs have.

Coutinho for £140m is just a masterstroke mind. It was outrageous back then but looking back it's even more incredible the amount they received.
That covered Mane's fee the season before as well as Van Dijk and Salah. Arguably their 3 best players.

I'm not sure but when those sort of offers come it you need to take advantage in my opinion. Players nowhere near the "Ballon D'or" level are going for those sums. Look at Dortmund's Dembele to Barcelona as well, ridiculous sums of money which any well recruited club would take full use of.

That fee was ridiculously over the top, he was worth about £70 million max. Shows you how easy it is to take clubs to the cleaners on transfer. United are the biggest suckers for that Pogba £90 million and Sanchez £350 grand a week.
