I'm not sure I have much faith in our ability to identify primary transfer targets and secure their signatures.
Levy and Spurs have now entered big leagues with our new stadium, champions league finals etc. Clubs will expect premium payments from us. Levy will have to adapt to this. If he can't I would prefer an experienced Director of Football (DoF) to head up all our negotiations.
Are we missing a DoF?

Even with a DoF he still has to go to levy to get the all clear for transfers and what payments are allowed.
So wouldn’t make much difference

Frustrating thing abouit Levy is that it feels like he needs the check to clear on player sale before we move forward with our own plans..... As a result sellers get the feeling they can push the price and we get lumbered with these painfully slow negotiations or end up with a load of grossly overvalued players..... We saw it with the Bale money, last minute deal for Sissoko & even the price paid & wages for L'lorente

I don't think we need a DoF. Daniel Levy is too involved in the negotiations that you'll be paying a wasted salary on that role.
Pochettino and team need to clearly identify targets and an alternative to that. Daniel however has to go in thinking there's no alternatives - he can't just use the second option as a fall back when a club demands another £5m for the first option.
I understand he's process of selling before buying because you could be in a position after where you are paying players to watch or selling at a cut price to get rid. However! There are clear position we need to prioritise and several deadwood players that i'd happily sell at reduced rate.
