Rules in:
For the first time eve, a two-week winter break is planned in the Premier League fixture list.
New handball rules coming into play.
VAR being used in every match.
And this rule to watch out for
If two or more clubs finish level in the table when competing for the title or European qualification, or when relegation is at stake, their records in the head-to-head matches will now be used to separate them.
If they still cannot be separated after that, a play-off would take place!
In line of these changes, we could see a different picture emerging at the top of the league

How the winter break is planned:
Premier League clubs will have one weekend off in February from the 2019-20 season.
The break will be split over two weeks, with 10 teams sitting out the first weekend and 10 the following weekend.

Oh, read it as it was instead of goal difference like Spain. Dont mind it in the case you outline - although the prospect of a play off game was always appealing.

Most of the Prem players already get a two week break when the 3rd round of the cup comes along, very few of them turn out. So why do they need another break, same with the 4th round day, very few of the top players are on show.
