Attendance figures are way off scale?

So it is still early season but it is generally a good indicator how well the team is doing, as it shows attendance is growing as fans flock to see their beloved team after possibly few new hopes of a good season have risen, possible due to good start to the season or performance on the field of the team.

It looks like most clubs had a very good attendance percentage for their home games, most around 96-97%.

Some have achivieved a staggering 98%

But Arsenal and West Ham take the biscuit!

99.9% and 99.8%?

What? I saw plenty of empty seats during both of these teams match and just to verify that I have watched their game v Burnley, for which
the stats were

Attendance (vs Burnley) – 60,214

Capacity – 60,260

The Emirates Stadium was 99.9 per cent full

Same story with West Ham.

Now, why does the FA allow these two clubs to "make-up" these numbers?
What is the purpose for the club to do so?
Gain a reputation for being "sold out"?

It’s a known fact that Arsenal and West Ham report on tickets sold, not bodies through the gate. This has been done to death. Arsenal have reported almost full houses when thousands of empty seats are visible on the TV. Spurs and most others report on bodies through the gate. No idea why some do it one way and some so it another. As someone who infuriatingly failed to get tickets for the next 3 home games when they went on sale to members this week and all sold out straight away, I can safely say Spurs aren’t having an issue filling the new stadium.

If you keep checking on the spurs website up until the day before the game tickets become available from season ticket holders who can't make it at short notice and from corporates who have seats spare.
I got a ticket to to several games at WHL last season doing this ... including the openning game against Palace (got that at midnight the night before the match) and got tickets for the CL games v City and Ajax the day before.
I have been very jammy this sesson and got through on the day of the sales and have got tickets to sll 6 matches that have been put on sale.
