Partially to blame for racist behaviour such as last night in Bulgaria.
Their slap on the wrist fines and utterly laughable punishments they give to these countries and clubs when their fans behave like this are all the proof we need.
It's all well and good to do an anti racism campaign but when you always fail to stamp your foot down and make an example of these idiots then you might as well admit you're not too bothered with this issue.
I remember FIFA being ridiculed for fining Nicklas Bendtner more money for his "underwear endorsement" goal celebration at the World Cup than they do for clubs when their fans racially abuse players.

It's species issue.
Historical development of our social & economic structures through control mechanisms (slave/master, baron/serf, capitalist/producer) leads us to a population of over 7 billion in which 95% are denied resources that the other 5% take for granted (including access to informaton & education).
You don't need to stand in a stadium in Sofia to hear expressions of ignorance, bigotry, prejudice, hate, fear etc. It's everywhere. Bus queues, waiting rooms, pubs, mainstream media, interwebby forums (such as this one), street corners - anywhere, indeed, where humans interact.
It's gonna be the undoing of us.
Fining football clubs/national associations etc., is not just pointless, it's irrelevant.
