Prutton speak

This sentence threw my brain under a hamster wheel of lexicological bafflement. Does anyone speak Pruttonish? If so, please tell me WTF this means.

it sounds like he alludes to the league, and how the 2nd iier seems to attract top tier talent. The lines are more blurred than ever.
