I've been asking myself that question for years. Whenever his name came up in transfer rumors the figures were always a fractional representation of his ability & I never understood why, nor how Ajax who can't afford the wages managed to keep him for so long. Even before Ajax's European success last year he was the one I'd point to as the player big clubs would poach, cos he's the one who on his day could turn games by himself.
This isn't a punt, it's simply a brilliant deal for a great player coming into his peak. It's another Kante, inexplicably cheap in the current market.

I'd like the club to do more of these deals where business is wrapped up well before the window even opens. Knowing that we already have Ziyech coming in this summer means we can plan around that accordingly. And there's plenty of catching up to do after two totally inactive transfer windows.

This isn't like Chelsea at all. In the past we have waited until 5 minutes before the transfer window closes, and then bid £100M for a player like Ziyech. And when it is inevitably turned down we buy either Bakayoko or Drinkwater (or both). Perhaps this is Petr Cech's influence - I hope this is a sign of things to come. A much better way to conduct business.

Am aware of that, just didn’t realise teams were allowed to do dealings outside the transfer window.

As I understand it they can organize what they want, when they want, just can't make it official until the transfer window opens!
