Anfield expansion delayed

Liverpool have confirmed the anfield road expansion project is delayed.

However as is usual with money men it is not clear what they intend as they state "at least 12 months"

Planning delays and covid mean building this summer was impossible but they are long fingering this project by not committing to submitting permission as soon as possible but rather sometime over next 12 months.

I'm only surprised it's taken this long to confirm.

again if you planned to furlough you cannot afford to borrow 80mil to build a stand.

I thought they were quite clear:

building was intended to start in December.
planning permission is required before starting.
to be ready to start in December, planning permission is required well before (several months) the start date.
obtaining planning permission is a lengthy process.
ergo, submitting plans is time critical, it would have had to have been done very shortly.

due to the nature of the planned build, two closed periods are required (ie the summer off season)
one of these is required at the end of the process.
ergo, any delay to the 18month planned build must be a full year delay.
this means that the planning submission is now not so time limited in order to get the build started on time next December (2021)
this means they don't have to hurry to get the planning forms submitted and can spend more time reviewing, enhancing and adjusting the planned build before submitting the final planning request forms.

since they haven't submitted the final forms yet, and are looking at at least a years delay to the build start, they now have at least another 12 months to work on the forms, (and see just how much the pandemic has affected future finances)

so just which bit were 'these money men' unclear on?
