The way Tammy and Jorginho walked up had a little conversation with Ross then tapped him on the back and walked away suggests to me that Ross wasn't the designated taker but they were both happy to let him take it.
Willian definitely wanted it for himself and hung around way too long.
My guess is Frank is protecting Ross in the post match interview.
I think Barkley probably is the designated taker to be honest. Willian just seems to think he has taken over from Hazard and gets to do what he pleases.

It could well be, in which case then it’s on Frank unfortunately. He’s got to make that crystal clear surely. Either ‘Jorginho you’re on pens today’ or ‘Barkley you’re so good at pens, you take them whenever you’re on the pitch’. There should be no doubt in the players minds whatsoever because, as well all know penalties are mostly down to mentality.
It’s just baffling that clubs at this level will have scouting reports to absolute minute detail about pass accuracy % and pressing zones but can’t be clear on something as vital as this.

Not really. Maybe Frank just this thinks that Barkley isn't playing well enough to be a starter, but when he's on the pitch he's the pen taker.

Can't sustain the high energy football in the 2nd half or control of the game by keeping possession.
Most of our 2nd halves are like NBA games, end to end stuff
And on a side note, we've got some shiiiitt luck with injuries.
Every time youngster seems to be making that breakthrough they're hit with an injury that puts the development on hold. Happened with RLC, CHO & possibly Mount now.
And in general to our two best players - Kante & Rudiger
