Uefa has decided no fans will be able to attend Nations League matches in September, despite some member countries being "comfortable" about welcoming crowds back and having Government support.
But the Uefa Super Cup in Budapest, Hungary on 24 September between the Champions League and Europa League winners could be a pilot match, with a reduced numbers of fans allowed in.
The Football Association said its "goal" is to get "some level of crowds" at England's internationals in October.
A meeting of all 55 Uefa member associations on Wednesday decided the two rounds of the Nations League next month would be held behind closed doors.

The German champions have barely had a glove laid on them in Europe this season, with this their 10th straight Champions League win - equalling the record for winning streaks in the competition set by Real Madrid in 2015 and Bayern themselves in 2013 - as part of a 28-game unbeaten run stretching back to December.

Robbie McDaid's goal late in the first half gave Glentoran victory over HB Torshavn in Thursday's Europa League preliminary round match in Belfast.
The Irish Cup holders will now be away to Scottish Premiership team Motherwell in the first qualifying round on 27 August.
After a dull opening 41 minutes, McDaid netted a superb first-time right-foot finish to make the breakthrough.
Debutant keeper Dayle Coleing made two good saves to keep Glentoran in front.
The slender victory was Belfast club Glentoran's first success in Europe since 2011.
Torshavn came into the match five points clear at the top of their domestic league, after 15 wins from 17 matches.
