Also, wouldn't this be ongoing, as you put one lot of minnows in their separate groups so there would be another lot of minnows, as they would be bottom of what ever group they were in, hardly ever winning a match.
ie The FA Cup, in round 1 there are minnows, then in round 3, some clubs that have qualified from round 2 who weren't classed as minnows in previous rounds would now be.
