Not conclusive yet. Need to wait and see over time. Neither team has been what could be considered 'in power' for quite some time. United haven't won the league for 4.5 years, City 3.5 years. And City only have 1 trophy in 3.5 years.

For me, you have to have a team 'in power' (i.e. winning trophies consistently a la United under Fergie). City haven't exactly taken over that mantel have they?

Similarly with North London. What power shift exactly? Arsenal hardly a powerful, dominant team. And Spurs finishing above Arsenal for 1 season. And winning nothing for half a generation. Hardly powershift material. No team in power, and not replaced by their rivals really.
