I think there’s an argument that a club can have too much money. The mega rich clubs just use the scatter gun approach at recruitment, whilst clubs like Liverpool, Wolves, Leicester etc are far more targeted in who they buy.

In the premiership Era, Among the Traditional Top 6 , Liverpool have had the worst transfer record. At some point Rafa and Houlier signed up to 100 players that would come and go whilst Webger probably spent at least 50% o what liverpool spent.
There is an interview where carragher calls it simply and says Liverpool would sign Nick Barmby for 8 million and Wenger goes on to sign Pires for 7 million
Emile Hesky to Liverpoool for 11 million and Arsenal sign Henry for 12 million
Football goes in cycles, no point pretending that specific clubs have always signed or bought the right players.
City have had periods where they have signed really good players, so have united so have arsenal and chelsea aswell.
No point pretending specific clubs are particularly good at it
Leicester also has as many league titles as Liverpool so no surprise they're looking like the main challengers to Liverpool and United this season
