What's a transfer request even mean? How can a club just reject it, if they can surely there's no point in doing it and losing money for no reason.
To be fair the club signed him on a long deal as our highest paid player. Not too sure what more they could do. They could just reject the request but there comes a point that you have to wonder if that is in the best interests of the club.

But why formally hand in a transfer request instead of just making it clear you want to leave.

Because then you waive all rights regarding payoffs. If the club sells a player then they're entitled to remaining loyalty payments etc.
