United easily service their debt...i.e. their bills get paid. Not even close to the same thing

I will try to help you out here, and this is purely simplistic, and one of the JA606 Accountans will correct me if I am wrong.
My guess here is that Partizan owe someone some money that the 'someone' wants to collect and they have not paid it.
In United's case the Glazers owe money on the loan they secured to take over the club. That debt has not been called in by the banks because they are making a mint in interest payments from United.
Basically OP.

You take out a £100k mortgage and buy a house. You then have a debt. However, you pay the debt according to an agreed payment plan. Just because you have that debt the bank can't say "you owe us a hundred grand and we are calling it in", unless of course you default on those agreed repayments.
United meet their payments, therefore don't need to worry. Are you drunk?

Not sure how united could ever be punished for debts anyway. We were debt free before the takeover and the reason we are in debt isn't down to irresponsible spending (ala Leeds) but because of how the takeover was arranged. It was essentially the glazers debt and they transferred it onto the club. That was why there was so much anger at the time.
United is servicing their debts through the commercial sponsorship and partnership developed by the Glazers and Woodward's team. Their bond ratings are in the BBB's, the debt/equity ratio has gone down every year since 2005, and the revenues are easily covering the financing costs that these debts have.
