Not a lot they can do about it. They have tried creating an "Atlantic League" with clubs from the likes of Norway, Denmark, Sweden, Netherlands, Belgium and even Portugal.
They have tried the "split league" where the top half split off to play each other in the hope there is more competitive football.
Rangers are only in their first season back, though. So you have to give them time to build.

I was at a wedding a couple of years ago and was chatting to my cousins (4 lads all season ticket holders at Celtic). I said they must be missing Rangers in the Scots Prem from a competitive and old firm derby point of view? They couldn't of agreed less and said they wanted the club driven as far into the ground as possible. Now I'm not saying their views are representative of all Celtic fans but having spoken to other supporters since I realise that they were by no means alone in this way of thinking, so they've kind of got the league they deserve.

Not always poor Don. In the days of Denis law and Alan Gillian it was decent. Also Celtic under Billy McNeil were good along with Aberdeen under Ferguson.
