The Ram should always face left.
The calf would be less hooligan than the bicep and more readily concealed effectively. I'd not bother having the cross of St George or anything else on the inside, just a plain Ram.

...but rather just have the traditional Ram symbol as it won't look dated when the next kit manufacturer insists on a change. Get the 1884 in there as it's when football was invented; you could perhaps have that to fill the space in the body of the Ram, alternatively have the League dates in scrolls underneath, with a blank one for next time...
Over your heart surely. It'll look nice in shaded black against a pale blue skin as you sport it on the beach in Benidorm.
Wearing in on your calf could cause a bit of bother if you prone to wearing shorts and you've forgotten all about it when the wife wants you to take her to John Lewis. But I suspect that's why 666 suggested it.

Igor suggested the same badge I looked at - I love that badge and those were happy days! The tattoo parlour were a bit worried about it though as it needs infill with white to make it work properly and white/black are quite difficult to make "super neat" - their words not mine!
I'm thinking maybe just the Ram with 1884 for now - I can always add more later...

Advice. Go for the modern Rams badge. It's the filling in that hurts. Just drawing outlines is far less painful.

Simple line Ram, no infilling or fancy business, no scrolls, no colour.

Personally I'd be tempted to have it over heart / on upper chest / lower shoulder for the simple reason that it's most easily covered. If you've got a t-shirt on you're sorted, or if in a thin shirt it might be behind the pocket, or failing that a jacket over the top would still cover it

Talking if kits. I've seen a proposed design for the 3rd kit. 1st impression is I wasn't keen but it could be iconic. I can't remember how the colour was explained. But it's pink
