It is unless you're very pedantic and determined to not count anything that didn't happen in the pl which most people aren't.

Look at Gerrard for example. His best games have been in the CL plus that fa cup final with West Ham. They're part of what made him great, so of course people are going to think of them even though they weren't in the PL.

No, it's about a premier league all time XI. There's no reason why you shouldn't count what the players achieved in other competitions because they were part of what these players achieved in the premier league era and part of what made them great players for their clubs.
