Looking at the calendar, that would not leave sufficient slots for many more Spurs games at full capacity
DMC said the Club was in discussions with the FA and with Brent Council on a contingency basis
KL asked how it was possible to leave ST holders in Level 5 and open Levels 1 and 2, as happened for Cardiff City, if the lower cap was 51,000
DL explained the number of people inside the stadium needs to be under 51,000 but there are no restrictions as to where those people sit”

ADUG have invested in redeveloping East Manchester through their ownership of City. To be fair, Spurs redeveloped the scrap yard next door, just ask the London Fire Brigade. Beyond the Toilet Bowl, Lewis and co. will not be contributing to redeveloping a very run down area.
