A complete Hard Drive ripout may not be needed as the code you gave is just for an error with the latest system software.
If you can get to the menu for the PS4, restart your PS4 system and download the Latest System Update again by going to [Settings] > [System Update] > [Update via Internet]
If you cannot get to the PS4 menu then you can install a new system update via a USB drive. Let me know if you want any info on how to do that
Had to reset the PS
It wasn't accepting the new software file, which is actually a common problem apparently.
