We would be collecting the tariffs from the domestic importer, not the EU... Tariffs don't provide income from foreign countries, they incentivise domestic importers to buy from domestic suppliers instead. That does, of course, benefit the domestic suppliers as their prices become more competitive. So if we follow that through to the end-game, UK importers cease to buy anything at all from the EU, instead buying all the goods from domestic suppliers. The UK is 16% of the EU's export market, which means they lose 16% of their export value. That pretty bloody rough for them. If the EU importers similarly ceased buying from the UK and bought from domestic suppliers instead, the UK would lose 44% of its export market. That's a lot worse than pretty bloody rough.
I'm focussing specifically on no-deal Silver. With some sort of trade deal, it's entirely possible there will be no noticeable difference at all. That, however, would not appease the ardent Brexiteers. With no deal, sure, we would get trade deals established eventually, but you can bet EU countries will be offering all sorts of incentives to UK companies in the meantime.
