Liverpool had to spend enormous sums to catch City up, something they still haven't managed do.

Klopp has either not had the money, or not been allowed the money this Summer and the Club will pay heavily for that.

Liverpool had a brilliant season, fully deserved to win tge European Cup, and put a huge points tally in the board in the Prem, but the glaring weaknesses in the squad were not exploited through careful management (giving the domestic cups up) and luck (few injuries to key players)

Critisising City for spending money is churlish, they just had to catch up, which they did, and if Liverpool want to finally catch them; get your chequebook out.

Same as it ever was. It's the money dummy.

They had a clear plan this season in their transfers unlike the previous seasons.

I go back to pep first season. Where they finished 3rd in the prem. His solution was to basically spend like mad as they could afford to do so to get the team and squad how he wanted. There was no wheeling and dealing,having to prioritise signings, sell best player etc. Whereas pretty much everyone else apart from United had to so could not evolve their teams as quickly as pep. We will never know but without instant cash injection he may nit have been able to create such a juggernaut in such small amount of time.

We've haemorrhaged money since Fergie retired (and that's not including all the butty that's gone on servicing the debt the club got saddled with).

It's not a new thing for clubs struggling to find their way to spend big and spend badly though... I'm going to hazard a guess that Liverpool either matched or outspent United in the 90s (it's just a hunch though, but I bet it's not far off). Football's cyclical, when baldy leaves city or Klopp leaves Liverpool there's every chance they could land managers as mediocre as we've had, then the smugness at having a few good seasons evaporates.

Buy British players that are untested at the level they aim to play at. They did have a plan, whether it was a good one is another story entirely.

Losing their top scorer and second most talented midfielder without replacing either seems a bit mad too.
