Can someone please tell me why sections of Ibrox are being closed , yet Celtic are getting away with fines time and time again?

Pretty simple, Flares and pryo are seen as frowned upon by UEFA.

Only problem is, you haven't been fined 17 times for just flares and pyro
You's have been fined for chanting before, you's were fined umpteen times for "illicit banners", and some guy ran onto the park and tried to boot Mbappe a few years ago against PSG
Also, to counter your point, a few years ago, Legia Warsaw fans staged a protest inside their stadium 30mins before a game, basically calling Uefa pigs via a banner and letting off fireworks at the same time.
Uefa fined them €50000 and ordered a partial closure of their stadium as a result of that incident, and also, to quote "in view of the clubs long previous record"
Think I remember Celtic telling Uefa to do one through a banner a long long time ago and they've had umpteen fines for fireworks since then...
Warsaw were also guilty of racist signing.
There’s not much else to discuss here, racists singing or serious crowd disorder are the only two things that lead to ground closures.

I think he's wondering why your club do nothing at all to stop the evil violent explosive carrying fans that attend every European game you have. 17 fines but no escalation despite continually being evil cvnts for year and years.
