When I first moved to London I remember the first winter there was a a slight sleet shower one morning. I cycled into the office and it was empty. I asked where everyone was and the only people in said it was because of the snow.

Ive noticed the city comes to a standstill when the weather is bad.

Again get the cars off the streets

lol Its not just London. The same thing seems to happen all over the world in cities with a high population, in my experience. Even cities with a milder climate, it still slows down/stops because of a slight afternoon shower.

The idea is that those stuck in the traffic then find a different way to commute. Roads are shutdown so take the train. Every person that does it is another car off the road

it's technically illegal to idle in your car. The police should be issuing fines if they are.
