I'd assume because that's the way it's been in that country for a long time and the cultural shift that it's wrong has not yet happened/is in motion.
We've had that cultural shift in western countries yet there are still a ton of people who think racism is ok. It was only 50 years ago that black people couldn't drink the same water as white people for example. These things sadly take time to remove once it's been embedded in.
Humans are largely a product of their environment afterall.
Suarez was long enough out of Uruguay and had been playing and living in Europe for enough time to understand what was and wasnt acceptable.
He really doesn't have any excuses

I find it ridiculous that Liverpool fans still cling to this detail in an attempt to discredit Evra. He gave an interview after the match when he was still obviously angry and made a throw away statement, that was possibly just a figure of speech.Yes, he said 10 times. But do you think that he had had the time/the motive to sit down and go through the events in his head and add all the times up that Suarez had used the word?
Once the dust had settled and he had time to think about it and go through what happened in his FA interview, he/they settled on 7 times. Even then, there is no saying it was definitely 7 times. Do you know why? Because the human brain/memory isn't perfect. The police expect inconsistencies when they interview witnesses because of this very reason. In fact, they become suspcicious when a witnesses recollection of events is too precise.
Such a bizarre detail to get your knickers in a twist over.

You still haven’t given me evidence if this massive cultural difference. Do you actually think if you were in a main city in Uruguay and approached a black guy and said something like... “hey negr0 do you speak English by any chance” you wouldn’t just get pummelled?

It was only last month Italian fans were caught on camera making monkey chants and gestures at Lukaku taking a penalty. The Italian FA said they had no evidence.
