To be fair to Guardiola, he didn’t mention money or buying players once in that interview, and it isn’t in any way inferable that he’s suggesting he hasn’t had enough money to spend, or should need more money that he might not get.
It seems to me that the OP has read between the lines and come up with 2+2=5.

Nowhere is Peps comments has he mentioned money, he has only spoken about ABILITY. You keep attaching the price as a reason not to moan but it doesnt work like that.Price doesnt equal to ability. Many examples I can give you
City have spent 35 million on Otamendi (who Pep didnt sign) and Liverpool have spent 0 on Matip but Matip is better
Liverpool have spent 25 million on Lovren and maybe 8 million on Gomez but Gomez maybe better.
City sent 56 million on Laporte and 50 on Stones but talent wise they are worlds apart.
The other thing,are managers not allowed to change their minds on players after signing them? We have seen it with most top managers were an expensive signing comes in and the manager isnt keen on them including Poch.
We saw Jose have a similar standoff with Ed after signing Lindelhof and Bailey then wanting Maguire instead.
These things happen in football. Signings can fail to adjust for several reasons.
