Arteta would be a bad choice imo. He is schooled in the Guardiola academy of excellence and working with the finest players to carry out his plans. Arteta would be working with players of limited ability in comparison.
Even Guardiola realised when he arrived at City was some of the players were not good enough to implement his approach so he famously spent 200mill fixing the problem. As good as a coach you maybe, you need the right tools to work with.
Arteta wont have the same luxury to fix that this season and Arsenal will need someone with good man management and organisation skills to get through this season and steady the ship.

One thing Guardiola concentrates on above all else is shape and positioning, both offensively and defensively. That takes some intelligence from players (ok we might be screwed) but not really a high level of "ability" one would think. Getting that right at Arsenal, even with these current players, could make a huge difference to performances. Our players are all over the f*cking place apart from where they need to be at the moment.

If some of that aspect of Guardiola coaching has rubbed off on Arteta it could come in handy. Oh and Pep is big on tactical fouling and his teams are dirtier than most recognise. That would be useful for us too.
