I don't think that getting rid of replays would make teams take it more seriously. Look at our first game vs Shrewsbury. We fielded a second string team with some kids thrown in.
I like the idea of the lower league team deciding where the fixture is played however.
But as Idont said, the only real thing that is a motivator in football these days is the money. The most prestigious competitions pay out the most money.
The whole problem with the FA Cup is that it's lost it's prestige among the higher echelons of English football.
It really needs something to incentivise those teams. The FA aren't going to increase the prize money so there needs to be something big to tempt those teams to actually make the effort.

Which is where the Community shield idea comes in. Winning the FA Cup could lead to a CL place and as such, becomes a big money game.
Two things that the bigger teams care about is Champions league football and money.
UEFA won't let the domestic cups have a CL place, so money is the only solution. With there being less interest in the FA cup from a commercial and viewership point of view, then there's little chance that prize money will increase.
So we have a cup thats lost some luster. It happens. Remember the old cup winners cup.

The best way to make the FA Cup "special" is to have rounds 3-6 all in January. Suspend PL and Championship football for a month. Get rid if this winter break thing.
Teams will still rotate, but gives them more chance of playing strong XIs as they wont want players to lose match fitness.
Fans will also be more inclined to turn up, as to avoid a month without the matchday thrill.
Ultimately these are all just addressing symptoms rather than the root cause, that being that football is now so unevenly balanced in terms of money that clubs feel they have no option but to ditch the FA Cup as a priority.
Sad to say but there’s no going back.

That'd be tough on teams that go out after the first game. No more football for a month. Nothing for the fans, nothing for the players, nopthign for the business around the grounds that thrive on the matchday income.
Could even see premier league teams throwing the kids in and then losing and generating a winter break for themselves.
Might work for the cup, could cause headaches for the leagues.
We need to give klopp and Liverpool byes throughout winter. They Stop playing around Halloween and they can continue up again around April. That should help the cup.

Ultimately these are all just addressing symptoms rather than the root cause, that being that football is now so unevenly balanced in terms of money that clubs feel they have no option but to ditch the FA Cup as a priority.
